A Russian strike hit a medical facility in the Ukrainian city of Kharkiv overnight on Nov. 3, injuring 25 people, according to local authorities cited by the Kyiv Independent 1. The officials said roughly 200 patients at the site faced evacuation after the attack 1.

A post on X attributed to Kharkiv Mayor Ihor Terekhov said the facility was in the city's Nemyshlianskyi district 4. The facility has not been named, and no deaths were reported in the initial accounts 14.

The type of weapon used has not been confirmed by Ukrainian officials. An account on X that tracks the conflict, @AUC31, reported Iskander-M ballistic missile strikes on Kharkiv that night, along with explosions that included a reported hit on a power plant in the city's western suburbs 2. That account did not link a specific missile to the medical facility, and the power plant strike has not been independently confirmed 2.

Another account on X, @MiddleEasting, said Kharkiv residents were left without heat after the explosions. It also reported power disruptions in Kyiv, the surrounding Kyiv region and Dnipropetrovsk region 3. These reports could not be verified, and it is not clear whether the loss of heating in Kharkiv was caused by the same strikes that hit the medical facility 3.

The Kharkiv attack came during a period of wider Russian strikes on Ukraine. Other reports over the same two nights described attacks on energy sites, including thermal power plants in Vinnytsia and Dnipropetrovsk oblasts, a ballistic missile strike on Dnipro, and a reported hit on the Kaniv hydroelectric plant in Cherkasy Oblast. Some of these reports remain unconfirmed. Separate accounts also described a deadly aerial bomb attack on an aid centre in Zaporizhzhia Oblast. Ukrainian forces were reported to have attacked an oil refinery in Russia's Yaroslavl region during the same period.

The details of the Kharkiv strike so far come from a small number of posts on X. Only one of these is from an established news outlet, which attributed its figures to local authorities 1. The other three come from aggregator or monitoring accounts 234. Russia's Defence Ministry has not made any public statement on the strike, and there is no Russian account of what was targeted.
